Saudi Ministry Introduces Fines for Balcony Misuse and Sticker Placing

The Saudi Ministry of Municipal, Rural Affairs and Housing has announced fines ranging from 200 to 1000 Riyals for building owners who misuse their balconies, including leaving clothes to dry or placing stickers. Violations are divided into serious and non-serious categories, with penalties calculated based on the violation type and repetition level.

Owners are advised not to place hangers or objects on balconies in a way that clashes with the building’s appearance, to keep balconies clean, and to adhere to the prescribed building height. Additional guidelines include maintaining a certain distance from the main road for front-facing buildings, preventing cracks on the building facade, and avoiding hanging electric cables or satellite equipment. Placing stickers on building fronts is also prohibited.

For business establishments, creating accessible routes for physically challenged individuals is required. Operating without a license can lead to fines ranging from ten thousand to fifty thousand Riyals, and establishments operating without renewing the Baladi license may face fines of one thousand to five thousand Riyals. Failure to display the license visibly or affix the QR code sticker will also result in fines.
